Burnett was born Frances Eliza Hodgson in Manchester, England, on November 24, 1849, to Edwin and Eliza (Boond) Hodgson. She was the middle of five children. When her father died in 1865, his hardware wholesaling business collapsed, leaving the family with few financial resources.
